How to restrict Document Delivery Preferences updates to just HR Admins

Summary:

We have a requirement to allow the updating of Payslip document delivery preference by our central HR team, but not for Employees. We have updated the Document Delivery Preferences default to allow Person level overrides (screen shot below), but I am not able to restrict Employees from being able to make updates. I removed "ORA_PER_MANAGE_PERSON_DOCUMENT_DELIVERY_PREFERENCES" and "ORA_PER_VIEW_PERSON_DOCUMENT_DELIVERY_PREFERENCES" from our custom Employee role, but Employees are still able to navigate to and edit their Payslip Document Delivery Preference. I even tried hiding the edit option via Page Composer, but the pencil icon is not editable. Does anyone
