Is it possible to have manual input option with LOV menu?

Researching the ability to manually input bulk values while keeping LOV search functions.

Content (required):

When you open the search box for dropdown parameters in OTBI, there is a manual input option (pencil icon) that lets you put in multiple values in bulk, instead of moving each value to the left. Is this an option available for BIP reports? If this is available, it doesn't strictly have to be through the menu LOV combination. It was just the closest I could get to the OTBI option shown in the screenshot below.
