DOR Scanning an Attachment add function not viewable

Summary:

The newly delivered 'Prefill Document Record Attributes by Scanning an Attachment' functionality is not viewable. I searched for the profile value 'ORA_PER_DOR_ATTACHMENT_SCAN' and it returned nothing in our test environment. I went to try to add it in profile options and it wouldn't allow me to save. Is there a prerequisite that I am missing? I have searched on Oracle support and google as well.
