We have migrated files from Legacy system to Cloud by following process:

1. Copied all the files to UCM using WCC utility.

2. Created a FBDI files and specified UCM location.

3. Run FBDI as Item Import


All files are added as attachment to corresponding items and are also visible in frontend UI. But, when we are trying to access files from a different user, we are not able to download files. However, we can download the files by logging on with admin user with which we uploaded the files.


It seems like other users don't have access to view the files. We are middle of in middle of UAT.
