Why am I not seeing any data on 'Project Performance Reporting' dashboard?

I have added a user as a Project Manager on a project and also provided the user  the functional security privilege Manage Project Performance (PJS_MANAGE_PROJECT_PERFORMANCE_PRIV) via a custom role as well as per the link-

followed by providing data access to the BU to the role.

Still I am not able to view any project or performance data even though i have run 'Update Project Performance' ESS Job multiple times. Why is this so? Is there any other setup I have to do?
