Unable to Select Supply Source

Hi,

I am trying to do a transfer order between inventory organizations which belongs to two legal entities and it is performed directly using the below navigation,

Manage Item Quantities> Action> Request Transfer Order

When I click on the select supply source it doesn't show any value.

Note: Within the legal entity there is one inventory organization hence it is not allowed to enter inter-organization parameters.

My concerns are,

Why it is not displayed

Can't we perform transfer orders between two legal entities starting from Manage Item Quantities
