How to send FYI bell notifications on NIR completion

Summary:

We have requirement where we need to send the notification for NIR Completion to various cross functional teams so that they can begin their setups etc.

Although they are not part of the NIR flow (creation/definition/approval etc), they need to be informed.

How can this be achieved?
