How do I Restrict employee privilage to update their photo in Set Preferences?

Summary: Our organization policy is to have one official photo, which is the same photo as the id card. We restricted employee's ability to do so by suppress in camera icon in Directory. However, we found that employees can still change their photos via set preferences. Any suggestions? Dav.
