The functionally "Administration"->"Edit Pages in Visual Builder" doesn't available in Oracle ERP SaaS, how I do to available this it ?

because i need to edit some core pages inside Oracle SaaS aap with VBCS, but the option "Administration"->"Edit Pages in Visual Builder" doesn't available.
