Unable to complete signup process after payment method has been added.

I am trying to complete signup process for Oracle cloud.

Version (include the version you are using, if applicable):

On payment verification section I have added credit card and funds were debited from the card to complete the verification.Post that when I agreed to the Agreement Terms and conditions by clicking on check box and then clicked on "Start my free trial".I am receiving following error.

We're unable to complete your sign up. Common sign up errors are due to: (a) Using prepaid cards. Oracle only accepts credit card and debit cards (b) Intentionally or unintentionally masking one's location or identity (c) Entering incomplete or inaccurate account details. Please
