OTM 22A problem with Workbench layouts

22A PUBLIC workbench layouts are displaying blank , such as 'VIEW SHIPMENTS'. Are there others experiencing this issue while on the latest 22A release? We are also experiencing workbench issues under a specific role, where the assigned workbench(s) is not being redirected via the menu link appropriately (results in second screenshot); not having the issue under any other role though and the "manage user access" has been verified.
