Missing OTL Timecards in Projects

Summary:

We have noticed some time entries entered by a few employees [also approved] are not being transferred to projects even after running "import costs" program. The project is active, no transaction controls implemented and the transaction date is within project/task start and end dates. 

There is no apparent reason for these being held up as far as I can see. These time entries appear to be between 31-Jan-22 till 12-Feb-22 for these specific employees. However, the recent time entries [and before these dates] entered by these users have landed into projects successfully. 

Does anyone know, the reasons for this?
