What are the roles or privileges for viewing all HR Service Requests?

Summary:

What are the roles or privileges for viewing all HR Service Requests? Users would like to search and be able to access all UOW HR Helpdesk Service Requests. (They do not want to be on the queues for each team being allocated tickets, just Employment Relations). Can you please advise how to change their access so they can view and action all the helpdesk SR's.
