Time cards not going for approval

Hi,
I have prepared one custom role that grants users limited access to prepare and submit time cards in Oracle Fusion. However, after timecard submission, the status of the time card appears "Submitted" but the same is not going for approval to the manager. Is there any role or privilege that I am missing. Below are the privileges used in the custom role.
Access My Time and Absences (HWM_ACCESS_MY_TIME_AND_ABSENCES_PRIV)
Access Time Work Area (HWM_MANAGE_TIME_WORK_AREA_PRIV)
Create Time Card (HXT_CREATE_TIME_CARD_PRIV)
Manage Time Cards by Worker (HXT_MANAGE_TIME_CARDS_BY_WORKER_PRIV)
