Employee Cannot ADD Home email in ESS (Contact Info)

Our employees are not able to add a email address in Contact Info.
Content (required):
We have a situation where employees are able to delete their personal (home) emails but the option to ADD does not appear. The Edit pencil allows Delete or Submit of changes. In some cases they inadvertently delete and then are not able to see the HOME email as an option when they return.
ALSO - can we prevent Delete?
SS1 is what the edit button looks like - SS2 is what the screen looks like AFTER I delete the Home Email (only Work Email shows)
