Inconsistencies with Update Project Performance Data (UPPD)

Summary:

Update Project Performance Data (UPPD) is not working in below scenarios.

1) Cancel Purchase requisition via REST API.

2) Delete external commitment in Projects via REST API

If we cancel purchase requisition or delete external commitment in projects using REST and run UPPD, updates made to requistion cancellations or external commitments is not reflecting in projects.

a) It is not relieving commitments

b) It is not update project budget.

Content (required):

If we perform requisition cancellation via self service procurement module and run UPPD then changes are reflecting in projects (manage commitment costs and manage project budget)
