Validation against nationality before creating Offer

Hi All,
We want to have validation in place where the recruiter should be made aware that certain position are to occupied by local and not by expats .
In Core HR at position level we have created DFF and named it (Nationality criteria) where the we will define which national should fill in that position we have used 3 LOV 1. Expat 2. GCC Nationalities 3. Qatari, at job application flow in pre screening level, we have configured question if they can confirm are they Qatari Residents.
If a recruiter is not able to find a Qatari national and gives a offer to non Qatari, then recruiter should get a error or warning message stating invalid nationality before generating offer.
