Job requisition publication for agencies

Hello everybody,
We have implemented the ORC module for a client,
We noticed, one thing concerning the publication of a newly created job reuquisition. In particular, since the job requisitions can also be used by third-party agencies to search for candidates.
We have noticed that the job requisition must necessarily be published on the recruiter side within the ORC, as the agency by accessing the system if the job requisition is not published does not display this job
Could you give me some more information about it?
In particular, does a job requisition necessarily have to be published in order for the agency to visualize this job requisition within its users?
