My Team, Manager can see all learners other than from his hierarchy

Summary:

Hi All, When using the 'search by learner' option in the my team > Learning, I am able to search all employees within the organization. He should be able to search only my direct and indirect reports in the person name dropdown.Similarly, for the search by manager option too.Both 'search by learner' and 'search by manager' shows all the Learners.Did anyone come across this issue.In security profiles we have adde 'View Managerial Hierarchy".Still its not working.
