New User Not Visible in ARCS

Our service desk setup a new user through IDCS last week using our standard process (create an IDCS account, assign Application Roles within the instance, etc). However, when our ARCS business administrator looked at the Access Control section of ARCS the users didn't show up. When I looked at the setup of the user in IDCS everything looked good, and I verified that I couldn't see the user on the ARCS side either. I went in to IDCS and removed and re-added her account to the application role, and then looked at ARCS and still didn't
