How can we modify Transaction Item Attribute (TIA) from Item Class?

Summary:

There were some TIA updated on Root Item Class. Since its cascading to child classes, its creating issues.

How can we inactivate this from the item class? When I try to delete or edit, its says we cannot modify/delete.

"Date Effective records with Start Date in past cannot be deleted"
