How to get a data secured Job Requisition report in ORC?

Summary:

We need an Oracle Recruiting Job Requisition report with Job Offer status/progressing information if the Requisition started the offer process, which will publish to public but only Hiring Managers/upper Managers, recruiters, recruiting managers/administrators will see the data accordingly ... we need the report either by OBTI or BIP report, but both options having technical difficulties that need your help:

1. BIP report: is there any ORC Secured List Views available in database to control data access security?

2. OTBI report: "Recruiting - Recruiting Real Time" subject area is excluding Requisitions as soon as we add Job Offer information such as basic Job Offer Name, only Requisitions with Job Offer started will be included. We did add "Facts - Requisition Counts.Number of Job Requisitions" column to the report(Change the implicit join condition?), but still not helping to pull full list of Job Requisitions
