InstantClient ODBC throws "Oracle Cloud: ORA-00018 maximum number of sessions exceeded" in Excel

I have a Always-Free instance of Oralce Autonomous Database.

I've installed Oralce InstantClient ODBC. I have been using Excel to connect to Oracle DB fine via this ODBC driver for almost a year.

Recently I re-downloaded wallet due to expiring credential prompted by Oracle DB.

After that I am still able to connect, but once in a while it throws "Oracle Cloud: ORA-00018 maximum number of sessions exceeded" in Excel.

I did follow http://oracle.ninja/oracle-cloud-ora-00018-maximum-number-of-sessions-exceeded-use-drcp/ and included SERVER=POOLED

However the error is still coming back.

Please help.
