Vacation and Delegation Rules report

Summary:

Hi All,

We have a requirement to create the below report for Vacation and Delegation rules in the application. Say when Line Manager is going on Holiday and he is delegating his role to one of the other Managers/subordinates.

I would appreciate if you can give some pointers to whether this can be developed in BIP/OTBI.
