Times Series Function on Quarters, i.e. N quarters ago?

Summary:

We need time series functions on quarters, i.e. last quarter, 2 quarters ago etc.

When doing the below this does not consider the year dimension and loop within the same year.

1. Parent (CurrentPOV): to get the quarter member for the selected month
2. Relative (#1) - 1: to get the prior quarter
