Preventing UTC Next Day on Start Date

Summary: When a Recruiter or HR person enters date on US west coast, because of UTC time zone setting, the Start Date is next day. How can this be avoided?


Content (required): From User:  the start date on the forms has the next day. So after a certain time it automatically changes to the next date. So even though they are completing today, it shows tomorrow.
