Descriptive Flex Fields - Context Sensitive Segments - Validators not working as expected

I am trying to use "Validators" feature available under Context Sensitive Segments. But it is not working as I am expecting.

Scenario:

I created following Context Sensitive DFFs under Descriptive Flexfield: Documents of Record Attributes for Staff Loan Document Type:

• Loan Amount
• Accrued Gratuity (Displaying this information using table validated value set)

Loan Amount is entered by the employee while applying for Loan through Document of Records.

Requirement is that system should not accept the application if Loan Amount entered is more than Accrued Gratuity
