Payroll Reports output is URL Link

Having issues where Payroll Reports (ex: Payroll Balance Report) are producing url link for PDF output. I am submitting reports from Submit a Flow and when I do not select a Report Category it produces a URL to the PDF. I am able to open these links but the client is not. Anyone experience this?
