Trade Agreements System Set Up

Summary: We are in the process of conducting a POC on Trade Agreements, I have created an agreement, Trade Item Structure, Rule of Origin etc, but when I try to run the Qualify for Trade Agreement action on the item it gives the error The object PK='Agreement Id' for table gtm_trade_agreement was not found.

Content (required): Have I missed any step on the setup part, it would be grateful if anyone can provide a workflow/white paper for Trade Agreement qualification in GTM
