Unable to load measure data at Hybrid Time Level

Summary:

As part of new feature introduced in 22A (Combine Calendars Aggregate Plan using Hybrid Time Level). We implemented this functionality and enable planning time level as Hybrid Time Level.

1. When we are trying to load the data at aggregate level (say Week) or Hybrid Time Level, we are getting an error saying "The value provided for the attribute TIM_LVL_NAME is invalid".
