Enforce Project budget transfers that do not change total budget amount

Is it possible, once a project budget has been workflow approved and baselined, to enforce not changing the total budget amount while still allowing "transfers" or allocations from a task to another task?

Eg. if Project A has a total approved budget of $1M which is allocated with $500K in Task 1 and $500K in Task 2, and the budget is revised to have $250K in Task 1 & $750K in Task 2, to prevent the budget from being changed to an amount exceeding the total $1M?
