Not able to move to next Phase\State Candidate job application via HDL

Summary:

I am trying to load (CandidateJobApplication.dat) historical job application data to traverse the application from one state\phase to another via HDL. I am able to do to till Phase - OFFER and State - OFFER_DRAFT however when I am trying to do the same to move it to Phase - OFFER and State - OFFER_APPROVAL I am getting below error. My intention it to move it till offer accepted state at this point and beyond it if possible. I have already seen Oracle Doc ID 2647752.1 but that does not resolve my issue.

"The job application cant be moved to the provided phase and state. (IRC-1590385)"
