How to display qualified entitlements balance to employees

Qualified entitlement balances can be viewed from the Manage Absences and Entitlements page, but this page is only available to administrators. Is there a way to show this information to employees? We have the Qualified Entitlements checked off for Employees, Managers, and Administrators on the absence type, but we still do not see the plan when viewing the Absence Balance page.
