Managers cannot able to change employees location

Summary:

Managers are not able to change the location of their Direct reports.

Navigator --> My Team --> Change Location

If i click on continue and move to the Comments and attachments section, then edit option is apprearing in the Location section. Again if i click on Edit it will get disappear.
