Actions on absence notification are not working when clicking the first time "SOAP connection"

Hello,
When an employee submits an absence request, this one is sent to manager or HR for approval.
When manager or HR try to perform an action on the notification they face an error message
It happens when they access to the notification through the home page "things to finish" or the bell icon or after cliking on the notification link.
They have to perform twice their actions (approve or reject) in order to not face the error message.
Has anyone encountered this problem before? How did you solve it?
For information we made a SOA bounce but it did not solve the issue. We also have an open SR and no response at this day.
