Is it possible to show a Message only once?

Summary:

Hello!

We would like to occasionally create "Messages" to display to users one time when they login to Oracle HCM. This will allow us to advertise new functionality that we have introduced within the system but not repeatedly display it to users every time they login.

Content (required):

I have played around with different activation conditions using "Seen Guide", however the message continues to show repeatedly. Oracle has told me to either repurpose the Welcome Guide or submit an idea. Is this the only option or has anyone else gotten this concept to work?
