New environment -- Will a P2T refresh the configuration AND data?

Pretty straight forward question... we received a new development environment, currently it is completely OOTB, as fresh as fresh can be. This isn't our first environment, and we already have a Dev/Test/Prod.. we are just getting an additional Dev region (Dev2) because we have an implementation for ORC going on.

We are going to schedule a P2T to refresh this new dev environment but my concern is that this P2T won't refresh ALL of the configuration, and just refresh the data.

I have seen some mention of using FSM to migrate the configuration back to dev regions, but i'm not sure if it's necessary if we can do a P2T?
