How to access Visual Builder Studio?

In Oracle delivered Doc, should be able to access Oracle Visual Builder Studio in HCM under Setup and Action, but I don't find it in our environment. Is this something needs to be enabled by Oracle? Or the PaaS requires additional license? Or any additional roles required?

But when I login our environment, I don’t find it
