How do we use retention billing functionality in Oracle cloud

In some awards, the sponsor retains some amount - say 10 per of invoice; They don't pay it

and what they do is they have to track that retention amount (generally a percentage, does not change with every invoice).They have to track that and generate an invoice at the end
