How to prevent absence requests after termination date has been entered

We currently have a problem with an annual leave fast formula, whereby after a termination date has been entered for an employee and they subsequently submit annual leave, the final disbursement is not updated. Until we manage to fix the fast formula, I was wondering if there is any way to prevent employees and managers from inputting annual leave once a termination has been processed? I'm thinking that if only HR could input annual leave (where required) HR would also be able to manually adjust balances to ensure the final disbursement (and therefore payroll) is accurate.
