Error while Rehire an employee

Hello, we are trying to rehire an employee but when we are processing "Add pending Work relationship", we receive the error "Attribute Legislation Code is required." while trying to submit the record.

If I try to use train stops to navigate back to the personal information, I see this error. "You must provide a value for the Country attribute."

I attached both errors as screenshots. The EE has legislation information as United States (on manage person tab, the address also has US as a country.

Please help!
