Can we access Admin Groups using SOAP/REST in Oracle CPQ ?

Summary:

We need to trigger an e-mail to a group in a step transition. Under 'Define Notifications' we can only give email id's. I am trying to get all the users in a group and extract their email id's. First step is to extract the group members login names. When I am using SOAP, I can access only 'Sales' Group Type and not the 'Admin' Group Type.
