Why no questionnaire(s) available when creating new attestation set?

No questionnaire(s) available to attach to attestation set

I have created a new questionnaire. This has Active status and is Public.
But when I wanted to add this to an attestation set, so to use it, I could not see it for selection. The list of values for Questionnaire field, in my new attestation set, is empty (no value(s) at all).
How can make my questionnaire available so to add it to the attesation set that I plan to use.
