Why is Auto Numbering contract sequence skipping numbers?

Summary of the question:

The Contracts Numbering Method is Automatic and the Contract Numbering Level is ate Business Unit. The Contract Sequence Category is also created. This numbering is not working since our customer creates contracts and they skip numbers, sometimes they skip 1000 numbers.
