How to hide valid grades (on position details) from different security roles

We have a need to hide the Grades section on position details from supervisors. I've tried using the TDS to create several rules that would allow Managers and HR Users the ability to see the grades section, while hiding it from the Supervisor role, however it doesn't seem like the rules are applied in the order they are listed on the TDS setup.
Does anyone have any suggestions?
