Creating bursting schedules via web-based interface

Summary:

Are there any plans to enable scheduling of bursting artefacts via a web-based interface? It's just that non-IT users can create reports, books, bursting definitions, but will need assistance of IT to schedule them.

Also, is Narrative Reporting File Transfer Utility a standard option included with NR? Who usually has access to it?
