Security role autoprovisioning standard MSS roles when no position incumnents

We are using the standard delivered HCM role autoprovisioning for our Managers to assign an MSS (Manager Self Service) role. The issue we have is that the role doesn't get assigned if the positions that are under that Manager are vacant. The Manager needs to have active incumbents under them or the role is not assigned. This causes multiple issues for any Managers who are trying to build new teams in new divisions.
