Error in Add NonWorker workflow

Error in Add NonWorker transaction

Content (required):

I have a very simple rule for Add Non-Worker transaction (1==1). The notifications should be sent to 2 types of Representatives and the proposed Line Manager of adding Non-Worker.

BUt in all attempts I receive the following error:
