ORA_FLA_LEASE_CONTRACT_DUTY_OBI there are no privileges to be added

We are creating the job role to create the lease contract, however it is not possible to add the ORA_FLA_LEASE_CONTRACT_DUTY_OBI, we get the message "there are no privileges to be added", is that feature correct?

We validated the manual and we found the note "Ensure that ORA_FLA_LEASE_CONTRACT_DUTY_OBI is also added to your role. This generates the Lease Details Report and moves the version status to Finalized."

or maybe it is not necessary after all, is it?
