Questions on Evaluator Types/Instance Qualifiers

Hello, I have 2 questions on the use of evaluator types for Competency content sections on the Talent Profile.

QUESTION 1: Where can priorities of instance qualifiers be configured? I want to be able to set which ratings from which evaluator types should be prioritized when doing best-fit analysis, profile comparisons, etc. (e.g. Prioritize Official over Supervisor, Supervisor over Learning, Learning over Self). When checking the Instance Qualifiers task, the Create, Edit, and Delete buttons are greyed out.
QUESTION 2: Right now, default evaluator types can only be set for managers and employees. How can the other evaluator types such as Customer, Executive Committee, Mentor, Peer, etc. be used? From what I've seen, only the HR Specialist has access to the Evaluator Type drop-down. Does this mean only the HR Specialist can set talent profile items to have those other evaluators?
